extended stored procedure error

I am writing an extended stored procedure in c++ 7. As I have been
testing, I am able to run this on my local box, my local sql server. When I
register the extended stored procedure on a different test sql server, and
try to run it, I get the following error:
ODBC: Msg 0, Level 16, State 1
Cannot load the DLL xp_test.DLL, or one of the DLLs it references. Reason:
126(The specified module could not be found.).

Both systems are very close to being identical, both Win2000 servers,
SP4. SQL 2000 sp3a. The main difference is that the box that I am developing
on has visual studio .net, the second server, the test server, has the .net
framework 1.1 downloaded and installed. The other thing that is odd is that
I can delete the dll from the test server.
I know that I have the dll installed in the correct directory, and to
verify, I took another dll (built in a previous version of VC++), copied it
to the same \binn directory, ran sp_addextendedproc, and it works fine. I am
also referencing <mscorelib.dll> in this new extended stored procedure.
What do I need to do to get the new proc to work??
