Mouse driver for universal and intelligent scrolling behaviour with wheel

Hi!

I develop an application and I need a mouse driver for universal
and intelligent scrolling behaviour with wheel.
Something like the Microsoft IntelliMouse has.
Is something like that anywhere availabel?

The universal mouse drive should have some of the Microsoft IntelliPoint
features.
Here are some Microsoft IntelliPoint features:

IntelliPoint software automatically provides wheel functionality in all
programs.

Wheel Troubleshooter: Click Troubleshooter if the wheel does not work as
expected.
