Building Comment WebPages

I have written the following simple C# project in Visual studio. I am
trying to see how the XML documenting works.

I click Tools, Build Comment WebPages… then just click OK in the Build
Comment WebPages window. I get the top level page showing me the
project. But when I click the link the next page is blank.

Is there a setting or som code that I am missing.
