global variables in imported/included xslt

(sorry if this is a re-post, I didn't see it show up on the list the first
time)

I have some questions about using global variables in included/imported
style sheets with .NET.

I have a style sheet that defines some global constants as "xsl:variable"
and some global templates, I then import this style sheet into another which
uses these variables for various purposes.

The problem is when I use XslTransform in .NET I get an exception "The
vaiable or param 'XXX' is either not defined or out of scope". If I use the
XML DOM in MSXML it works fine.

I have tried to put the variables in a separate xsl (globals.xsl) and
xsl:include it in the sheet with my global templates. But that did not work
either. The only way it seems to work is if I include or import the global
variables into the main sheet (the one doing the transform on).

Which one is working corectly, .NET XmlTransform or MSXML when it comes to
this? Is there something I need to do with XmlTransform (not so obvious)
that will make it work the way I expect it to?
