Time Format Question

I am exporting an XML file from a VB.NET application. I have a Performance
Time field in which the time of day (24 hr format) is all I really care
about. The XML element looks like the following:

<PerfTime>2004-03-24T13:08:00.0000000-07:00</PerfTime>

I want to interpret this as 13:08. When I try to create a Crystal Report (V
10) using the XML file as the database it interprets that element as a
string so I can't format it. Is there a way I can designate it as a time -
or even datetime element?
