Flash and XML

I am trying to read a swf file and converting it into a Byte(), but I am
getting 'Access Denied' exception, I have the following code:
Dim Flashbinary As String
Try
Dim binaryData() As Byte

Dim FlashFile As New FileStream("C:\Rahul.swf",
FileMode.Open, FileAccess.Read)
ReDim binaryData(FlashFile.Length)
FlashFile.Read(binaryData, 0, FlashFile.Length)
FlashFile.Close()

Flashbinary = System.Convert.ToBase64String(binaryData, 0,
binaryData.Length)

Catch ex As Exception
Return Nothing
End Try
Return Flashbinary
My code crashes when I try to read the swf file...
Any suggestions on how I can read the swf file as binary. Thanks
