Problem running app on different computer

I created an app in vb.net that runs fine on my computer,
but when I install it on another machine, I get the
following error when I try to run it.....

"System.Net.Configuration.WebRequestModule Handler,
System,
Version=1.0.500.0,Cultute=neutral,PublicKeyToken=b 77a5c5619
34c089 does not implement IConfigSectionHandler"
When I check the version of the framework installed, both
say that it is 1.1.4322. There is an older version of the
framework installed, should I delete that? How would I do
that? This may not even be the problem, perhaps it's a
file security issue, but I don't think so.

Any input is greatly appreciated.
