Working with Satellite Assemblies

I have been working with Satellite Assemblies. However
when trying to load assembly using the resource manager
class and using the GetString method of Resource Manager,
I am getting the following exception :
"An unhandled exception of
type 'System.Resources.MissingManifestResourceException '
occurred in mscorlib.dll

Additional information: Could not find any resources
appropriate for the specified culture (or the neutral
culture) in the given assembly. Make
sure "welcome.resources" was correctly embedded or linked
into assembly "WindowsApplication1".
baseName: welcome locationInfo: <null> resource file
name: welcome.resources assembly: WindowsApplication1,
Version=1.0.1279.32444, Culture=neutral,
PublicKeyToken=null"

I have however linked my resource file to the main
assembly using the following command at the command prompt:

csc /t:exe /res:welcome.resources Form1.cs

Where is the problem??
