ASP.NET app question about config file location or DLL file and physical tiers

Regarding ASP.NET applications...

Is there anyway to deploy the app settings that appear in the config
file to another physical server?

Is there anyway to deploy the application DLL file from an ASP.NET
application to another physical server?

There is some history behind these questions that I won't get into.
Let's just say it involves requirements (security and access) handed
down from our network people.
