Can multiple applications share the same port?

I have an application that needs to be listening at a specific port. I don't
know for sure if another application running at the same desktop would listen
at the same port or not. Is it possible that 2 different applications
listen at the same port. My app is in C# and I can add some sort of prefix
to my messages to identify them as proper commands to my application. But
for example if my app intercepts some messages that were not intended to be
consumed by my app, how can I release and return them to the other listener
in another app which I would absolutely have no control over.
