Why ~/xxx.master instead of xxx.master?

Cat
When I create a content page from a master page,
it generates the code, "MasterPageFile=~/xxx.master".
That page was not displayed because of server error.
"File not found"
After I removed "~/" (now "MasterPageFile=xxx.master"),
it displayed properly. What's the matter with VS.NET?
