Unable to send e-mail from web form

I'm getting the following error:
Exception Details: System.Runtime.InteropServices.COMException: The message
could not be sent to the SMTP server. The transport error code was
0x800ccc15. The server response was not available.
SMTP server is valid and I'm able to ping it. Not sure what cause this
connection rejection.

Any ideas will be appreciated.

You might test to make certain the server is avaliable via SMTP. The
following article should walk you through manually sending an e-mail. If
this works start hunting in your application, if this doesn't work talk with
the system administator of the mail server.
