Don't be silly. If you're doing Test Driven Development you don't need a
debugger. It was for a training exercise anyway. It's to get developers to
raise their game so they don't need the debugger.

Why in the world would you stop developers accessing the debugger. That
would essentially stop them from doing their job. It's essentially
asking how to deny a racecar driver access to his racecar.
But if you really don't want them in the debugger, don't install a dev
enviroment.
