Visual Studio 2003 Toolbar Tabs disappear

I have a problem where all of my Toolbar Tabs have disappeared in VS2003. I
have reloaded VS and I still have no Toolbar Tabs. Does anyone know how to
get the standard Toolbar Tabs back? I hope that I don't have to manually
build them.
