Hello!
how to detect who redirects traffic to a aspx page? is this info passed
along in request object or can sites anonymously redirect traffic to other
sites?

What do you mean by "redirecting traffic"?
Linking to a certain page? The page, the user came from can be read from
the Referer-Header.
For example:

User clicks on a link on the page http://example.org/a.html wich leads
to http://example.org/b.aspx - so the Referer-Header for b.aspx will be
example.org/a.html.
I think, HTTP-Redirects also produce Referer-Headers....

its up to the browser if it wants to treat a redirect as a referer. out of
over 1000 browser versions i have examined non support doing this.
