C++.Net VS2003 Full rebuild on restart machine

We have a large Managed c++ project.
It was an old MFC app using COM+ etc that we are adding .Net forms into.

Every time I restart my machine the project is completely rebuilt even
though nothing has changed and everything was closed down properly.
Has anyone come across this one?
