Setup Error - Failed to load resources from resource file

I have an existing application that has been installed and running for several months. I recently made a minor change to this application. When the application is installed on the user machine and then run, I get the following error:

Setup Error
Failed to load resources from resource file.
Please check your setup.

The application was installed on a Windows XP SP2 machine.

I have un-installed the .NET Framework 1.1 and latest hot-fix and re-installed both. Still have the same error. The program run fine when installed on the development machine.

I retain the setup programs for all previous versions of the program. If I un-install the new 1.4.6 version and reinstall the previous version 1.4.5. The program runs with no error.

Since the creation of version 1.4.5 I have installed and un-installed Visual Studio 2005 Beta. I have repaired my Visual Studio .NET 2003 installation since the un-install of 2005.

I am not using any localization functionality.

Can anyone offer a suggestion as to what might be causing this problem?
