Connecting sub-menus to menus

Hi Group,
I'm new to dotnet but am experienced in VB, Access and ASP.
The following has been developed using HTML and was wondering how I can
achieve the same thing using ASP.NET.

I have a static menu of 5 items, positioned to the left of the page.
Depending on which menu item is selected, tabcontrols(currently columns in a
table using DIV tags) are shown acrfoss the top of the page.
On clicking each tabcontrol, a different page is shown.

Any pointers?
How I envisage doing this is having the menu item combination in a table
with the URL of the page to be shown in the table.
I will have an Iframe which will load the pages dynamically.
I would pass the menu values into a stored procedure and return the URL in a
string and use that as the source for the frame.

Specific questions:
How should I develop the menu/submenu (tabbed controls)
Once I know how to 'connect' the menu to its sub-menu, I think I can work
out the rest.
