Problem using Source Control

I have recently installed Visual Studio .Net 2003 Professional.

I have written my own source control provider which supports the Microsoft
SCC API. I wrote it using MS Visual C/C++ 6.0 ( which apparently doesn't
support using source control ) and PowerBuilder.

It works perfectly with PowerBuilder but I am having trouble getting VS .Net
to connect. When I choose the menu option 'Add Solution to Source Control' I
get this error:

There was a failure while initializing the WizSource SCM source control
provider. You cannot use this provider to perform source control operations.

I added a MessageBox to the SccInitialize function and the message doesn't
appear. There must be some setup task I am missing.
