Need help with dragdrop feature

I've searched for that horizontal bar that indicates the index of your drop
target on a listbox or treeview but I can't seem to find it and thus I can't
find any info on how to use it.

I have a listbox and a treeview. My goal is to click on an item in the
listbox and add that item to the treeview as a node or just move a node up or
down in the index. I would like to indicate the index to the user where they
are going to be dropping the target info.

Can anyone give me some info on what I'm looking for? Thanks
