Cannot Install .NET Framework 1.1 on NT4.0 SP6a

Hello

I have a problem with NT4.0 SP6a, Explorer 6.0 to install the .NET Framework
1.1
He cannot update die Windows Installer components (1.2 is installed)

The actual InstMsiW.exe for NT from Microsoft can also not be installed.
Says following: ...cannot access the windows installer service ...

I am logged in as administrator, NT is started in normal mode.
