Unloaded AppDomain Error

I am not exactly sure where to post this query, so I hope this reaches the
appropriate audience.

I am attempting to launch a program on its own thread inside of an asp.net
page which will block data from a socket, parse it and then add it into a
database. When I run the .aspx page, it creates and initializes the thread
to run the program, then the .aspx page disposes itself. When I send data
into the socket, the program running on the thread seems to receive the data
correctly and all appears to be working correctly. However, in the course of
the data parsing I attempt to load settings from the Web.Config file. The
program immediately errors out upon attempting this action with the following
error:

{@"The XML file
c:\windows\microsoft.net\framework\v1.1.4322\Confi g\machine.config could not
be loaded. Attempted to access an unloaded AppDomain.
(c:\windows\microsoft.net\framework\v1.1.4322\Conf ig\machine.config)" }

Does anyone know exactly why this is happening? Is this a permissions
problem? Is my thread being disposed by the asp.net page?

I appreciate any feedback. Thank you for your time.
