I am building a commercial application and I need a database. I have a MSDN
pro subscription and several office licenses. I want to create a db in
Access, and distribute that db with my C# application.
Is this ok? Any license issues?

If you mean database conatined in *.mdb file, yes, it's OK, no license
issue.

Not very sure on the Office licenses you mentioned earlier, but we can view
the end-user license agreements on the following site links:
#End User License AgreementsMicrosoft Office System http://www.microsoft.com/office/eula/en.mspx
Also, we can search for more infos about OFFICE production at the Office
Home site: http://office.microsoft.com/en-us/default.aspx
In addition, I think you can also directly call the Product support center
at your local area to confirm such scenario, that'll help make everything
clear.
