event Sequence

Hi,

I have a globilisation setting in my web.config to set date to uk
However tihis isnt alwsy being picked up in application_start in global.asax

So i was wondering when the web.config settings are applied
It appears like its happening after the application_start
Any clarification woudl eb appreciated
