Automatic .NET installer

From what I understand of our users, is that installing the .NET framework
is very complicated even if they go through the Windows update system. So
they give up before they tried the program. Aparently a lot of our users
never does critical updates. So there must be an easier way of our users to
install the framework by just pressing a single button and the correct
language of the framework is beeing downloaded or copied from CD/DVD and
installed automatically.

The big question is does such a small user friendly program exist?
Or does anyone have some spare time to make such a program?

We have 2 situations: people with internet, and people without internet.
Then about security we have people that have administrator rights to install
and people that have totally no rights to install and must be done by the
administrator on duty.

This would really solve the problem of making the people install the .NET
framework if it is more user friendly.
For English users only it could be solved by distributing the English
version of the .NET framework, but since we distribute our software
internationally this method is imposible. We cannot force a Frenchmen with
an English .NET framework in my opinion.

Or are there other solutions to make my grandma install the .NET framework
without having a heart attack?
