Can't create Web Setup project in VS.NET

I am trying to add a setup project to an existing solution using VS.NET
2003. No matter what I do, VS.NET crashes while creating the project.
I right click on the solution, select Add... New Project..., then
select Web Setup Project. After a couple seconds I get the message :

"Microsoft Development Environment has encountered a problem and needs
to close. We are sorry for the inconvenience."

I have also tried creating a regular (winforms) Setup project with the
same result. I tried the Setup Wizard and I at least get all the way
through the wizard without crashing. No setup project is created, and
when I close VS.NET I get the same crash.

The error report says:

An unhandled exception has been caught by the VSW exception filter.

AppName: devenv.exe AppVer: 7.10.3077.0 ModName: ntdll.dll
ModVer: 5.0.2195.6899 Offset: 00008e42

I am running VS.NET 2003 version 7.1.3088, .NET Framework 1.1 version
1.1.4322 SP1, and Windows 2000 Server 5.0.2195 SP 4 build 2195. I've
also tried this on another Win2K machine on a completely different
project with the same result.

Does this problem sound familiar to anyone?
