VS 2005 Upgrade

Does anyone know if Microsoft is planning on offering an upgrade for VS.NET
2003 users? I remember in the past dev tools had upgrades, but I don't know
if they plan on slashing that now or not (worried mainly because server OS's
don't have upgrade paths anymore, we tried to 'upgrade' from 2000 to 2003
and couldn't, had to purchase all new because of the license agreements) and
because of this don't want to have to respend thousands of dollars to
upgrade a few VS.net licenses.
