http://www.microsoft.com/downloads/d...displaylang=en

It's for VS.2002

..NET 1.0 - Service Pack 3
(http://www.microsoft.com/downloads/d...displaylang=en)
..NET 1.1 - Service Pack 1
(http://www.microsoft.com/downloads/d...displaylang=en)
Visual Studio 2002 - Service Pack 1
(http://www.microsoft.com/downloads/d...displaylang=en)
Visual Studio 2003 - No Service Pack.

So if you're using 2003 you should also have .NET1.1 SP1 installed.

There are no service packs for Visual Studio .NET 2003, just the Service
Pack 1 for the .NET Framework v1.1, as others have already told you.
