Taskbar button weirdness

If I do the following:

App starts Dialog A
Dialog A (in it's Load event) shows Dialog B modally
Dialog B is set to show an icon in the taskbar

If I run the application and don't perform any other action, all works
normally. Dialog B appears on the task bar as expected.

If, however, I run the application, and while the app is loading, I
switch to another application, my Dialog B never appears in the taskbar.
It does, however, show up in the task manager or in Alt-Tab's list. If I
then switch to my app, it adds it to the taskbar.

Is this just a bug in the way Windows handles this situation? Is there
some sort of workaround?
