Exception Management App Block

We have a class utility assembly that implements IExceptionPublisher. When I
add a test project to the solution and force an exception, it gets published
using my custom code.

But when I reference the utility class from another solution, my custom
exception publish code is not executed, and the exception is written to the
event log from the base classes.

Could this be an issue with the config file? I'm implementing the Exception
Block from within the solution as well, but exceptions occuring in the
referenced class are not being published since the config file is pointing to
different namespaces? How can you reference an assembly that implements
IExceptionPublisher and the parent solution also implements it?
