CS0006: Metadata file...could not be found


After installing a windows service that references a *.dll to a target
machine, my trace file shows

CS0006: Metadata file <my.dll> could not be found

when calling a method on the dll.

Initially I put the *.dll into the c:\Program Files\MyAPP directory.

Then also I added the *.dll to the GAC.

Still the same problem.

I even relocated the file out of c:\Program Files\MyApp and put it in
c:\winnt\cache and then added it to the GAC.

Same problem...any suggestions?

[The application works great on my development workstation...so I know
it's code is ok. It's simply the reference. ]
