VS.NET 2003 check updates not working?

I've read several articles on the internet regarding the "Check Updates"
problem from within VS.NET IDE. I'm having the exact same problem as many
others where if I select "Check Updates", I get the following error message:

Visual Studio .NET 2003 setup encountered errors while attempting to
download required files. Check your Web Browser configuration settings and
your configuration hardware, and then try again.

I've tried what many others have (and failed) by turning my IE security
settings down to low and even allowing cookies (all), but this did NOT
resolve the problem. Some of the messages I read say I have to call
Microsoft for a hot patch??? Huh? That just doesn't sound correct. Also
tried to regsvr32 on the URLMON.DLL, that sorta worked but not really -- it
returns the same error, but if I hit Retry 3 times it will finally work and
returns "No Updates" available.

Anyone know exactly what is causing this problem?
