How does one report a potential .NET Framework v1.1 SP1 Bug to Microsoft?

I searched Microsoft's web site and couldn't find anything that would permit
me to submit a potential bug, not even under MSDN section? Does someone
have a link where I can accomplish this?

I have a relatively easy to duplicate bug that I'd like to report to MS
regarding the .NET Framework V1.1 SP1 update.

Dual Processor XEON system
WinXP SP2
VS.NET 2003
Office 2003
Visio 2003

Afer I install .NET Framework v1.1 SP1 my system will take 3-5 minutes to
come to life after the desktop appears during a warm boot. It will ALWAYS
come back to life, but for that 3-5 minutes the desktop will appear to be
frozen. I discovered that my "Text Services and Input Languages" setup
appears to be incompatible with .NET framework v1.1 SP1. This is a pretty
easy problem to dupicate (Visio 2003 installed the Text Services and Input
Language) and I was hoping I could pass this info along to Microsoft as it
appears they don't have the bug listed anywhere.
