Hi there,
My Visual Studio.Net version is 7.1.3 and it automatically assumes .Net
Framework version 1.1 . How do I program for .Net Framework 1.0 and still use
7.1.3?

So long as the applications you are developing under 7.1.3 don't use any
features of the 1.1 runtime that don't also exist in the 1.0 runtime you
can use a configuration setting to allow the program to automatically
