Windows Service-Log on as Option

Hi,
My problem is a bit complicated and I would be really really grateful
if someone could give me a solution to this.

I have to launch a service which calls a bat file that has got
commands like cacls and xcacls.Now this service doesnt work if it is
run under the context of a local system and gives an access denied
error (however it works fine when i execute the bat file alone).So I
changed it to log on as in the properties and gave the log on as
account as <my name> and <my passwd>(which is an admin account).It
went fine and did manage to execute the bat file successfully.

However If I log in as a different user (say a limited account user)
this service doesnt execute at all.

So when I log into the limited user account,
I want the service to launch but I face this problem that
1)It cant be a local system option coz it then fails to execute the
bat files(as I said it has cacls etc..and so it gives an access denied
error)
2)It cant be a log on as some other administrator account,coz again it
doesnt work at all
I was under the impression that for a service to run under different
user accounts you can set the log on as option to be some
administrator account.however it seems that If i set the log on as
option to some admin account then it works only if the admin logs in
and not even if some other user logging in.Am I correct with this?

Can someone pls give me a work around to this problem?
