Error 1304

I bought a program with a MicroNetframe 1.1 I've been trying ti install, but
error 1304 writing to file. how do I fix this error?

Make sure the windows user has Administrative rights.

I did that,but that still doesn't solve the problem.

Does it name a specific folder? Sometimes the issue is that the SYSTEM
account hasn't got write access to a folder.
