VS 2003 Pro installer launches StarTeam setup

Hello,

I have an installed version of Borland's StarTeam
product on my home system, as well as a copy of Visual
Studio Professional 2003. Recently, I tried to run the
VS installer again, to add some components I did not
install the first time through. Oddly enough, though, it
launches the StarTeam SDK installer, which concludes that
my installation is up-to-date, and exits. The result is
that I cannot install the VS components.
Does anyone have any idea why this is happening, and
what I can do about it? The behavior is persistent
through a cold boot.
