HTMLEncode

Does the HtmlEncode method only translate "<" to "&lt;" and ">" to "&gt;"?
Or does it translate other strings as well?

What if the client were to use hex to tray and circumvent this? Btw, does
anyone know what the hex for "<" would be?

It translate other codes as well.

For your hex question, because > and < beneath the 128 they will probably be
in every code system the same, so.
