Configuration.AppSettingsReader in com library

I'm trying to read settings in the App.config file in a .NET com library app
using the following code:
System.Configuration.ConfigurationSettings.AppSett ings("foo")

This works fine in ASP.NET, and also in VB.NET Windows app - but no go in
the com library. Any ideas?
