Using bootstrapper plugin to distribute .net framework problem

I may well just be being extremely dim, I have followed the instructions to
add the .net framework to my setup project having installed the plugin.
However when I run the setup on another machine.. running xp... which does
not have the framework installed rather than install it from the dotnetfx
file it directs the user to download the framework and re-directs them to the
website.
I'd like it to install from the file.

What am I doing wrong?

Have you fixed your problem???
I have not tried this, but what is yuo change the InstallUrl on the .NET
Framewor Condition to the relative path of the dotnetfx.exe (is you are
insalling from a CD-ROM)

Try it and let me know!!
