Want a C++ .NET Standard Edition for Virtual PC (from MSDN Sub)

Here is the context.

I am a tool developper in my compagny, and thoses tools I develop are intent
to be used only by our own programmers.

Standard programmers are using Visual C++ .NET 2002 Standard Edition.

For the security and installation tests purpose, I wanted to tests my
devopment on the Virtual PC environment. For this, I need a version
equivalent of Visual C++ .NET 2002 Standard Edition that I can use on the
Virtual PC.

My problem

I didn't found it on the MSDN download. All developpment systems I found are
Visual Studio .NET Professionnal or more complete versions, and it results
that my tests aren't accurate because some differences influences my tools.

Can someone tell me if there is a way to download from MSDN such a version
of Visual C++, destinated to be used with Virtual PC?

Is there another way to get it? What fees will it includes?

Thanks in advance.
