DLL Conflict

Today I was using MSIE to talk to a server that wanted to download and
install an ActiveX or somesuch to my machine so that I could use all the
features of the server, but it couldn't, because DotNet was already
installed on my machine. The download failed repeatedly. I talked to
the maintainer of the server, and he told me that the problem arose
because I already had dotnet, and he gave me an alternate url to use to
download the piece I needed.

So, I go back to the url to use all the features, and it works a little
bit better but it crashes, and the message that comes up says something
about ICSharp and I'm getting a failure in some ICSharp library. I had
the ICSharp IDE installed on the machine and I was using it to write
some C# programs, but the website was more important, so I uninstalled
IC sharp.

I rebooted the machine, went back to the website, and still, same error,
a failure in some incompatability with ICSharp. So, I go to "Search" on
the machine and search for the ICSharp DLL's. I find several, but
there's one it won't let me delete. IDK why, I installed it, but I
can't delete it. I reboot and try to delete right away, and I can't.

Can anyone explain what's going on and how to fix it?

I did enjoy programming C#, but I thought that we are not supposed to
have DLL problems with dotnet. Whatsup?

Can you perhaps explain what happened? Unfortunatly I don't think anyone is
going to be able to help with that description. Exact errors would go a long
way.
