why ampersand not showing. at runtime?

if you mean & on a asp.net page etc its because & is a special character in
html use & to display & at run time

for more on special characters in html

It's a "feature" of Windows XP, by default the underlines are hidden until
you press the ALT key. To turn this off right click on the desktop and
choose Properties, then in the Appearance tab click the Effects button,
there's a checkbox there that controls this behavior.
