sending keystrokes to an app

I found sample code (Visual Basic .Net) on MSDN utilizing AppActivate and
SendKeys.SendWait, however, after implementing this code it appears that the
keystrokes do not consistently make it to the active window. Sometimes they
reach their target other times they don't. After throwing in Thread.Sleep it
would appear to work properly. However, I do not like the uncertainty of
using some random delay interval. Does anybody know of a way to make this
work properly and correctly? Perhaps a different approach to using SendKeys
will yield predictable results? Thanks to anybody contemplating a solution.
