Difficult security/impersonation question (interact with non-domain systems)

I have seen a lot of posts about how to use impersonation within a domain,
but haven't been able to find anything about how to connect to another
machine that is *not* in the same domain. Basically, I have a bunch of
systems that can see each other on the network, but they are not part of a
domain. I want to create an application that can poll these machines to
find out what processes and services are running, start and stop services,
etc. It boils down to needing to be able to do remote administration.

Now, I can map drives between these machines, etc...it just asks me for a
username and password (local to that machine). Is there any way I can login
like I do to map a drive programatically to perform all of these functions?
The user I'm logging in as has administrator privledges on the machine. Any
help would be greatly appreciated!
