Trouble finding database after running a Setup

I have created a VB.NET Windows application that reads an Access database. I point to where the database will be after the program is installed, but it can not find the database. I noticed that when I was testing the program that a file named Myapp.exe.config was created and if this file was not there on my development computer that it could not find the database file. So I included that Myapp.exe.config file with the install. I do point to the place that the database file will be after it is installed on another computer. But after running the setup on another computer and run my program it can not find the database file. I put the database file everywhere and it still can not find it. If I rename the Myapp.exe.config file then run the program it goes into the debugger.

What is this config file?

I am new to VB.NET and this program is not that complicated. So how can it fix this problem.
