Using Code Generation with No-Touch Deployment raises FileNotFoundException

I have a Win Form application that uses the CodeDom to generate an assembly in memory and compile it. This works when running the application from disk, but when the application is deployed using No-Touch deployment the call to CompileAssemblyFromSource raises a System.IO.FileNotFoundException and doesn't compile the assemble. The application has full permissions set through .NET configuration wizard i.e. No restrictions. but still fails. Is there a additional security setting that I am missing or is there some thing addition you have to do in the code
