Does anyone know how to do a download/upload restart when dealing with unreliable wireless links?

I have a Tablet PC application that will be uploading/downloading FTP data
to/from a mainframe via a transient wireless connection. If the connection
is lost, I would like to pick up the upload/download where it left off when
it is reestablished rather than start over from the beginning.

Does anyone have a solution for a scenario such as this?
