Need mapping service or component

I need to be able to plot points on a map (like on Yahoo Maps). I need to
be able to plot a center point, plot other points and set the map to show
all points within X miles of the central plotted point. I'd also like to
be able to supply my own icons for these points.

I have looked at MapPoint by Microsoft, but the entry level is $8,000 a
year for 500,000 hits and the SDK way more complicated than it needs to be.
(NOTE TO MICROSOFT: A simple webservice requiring a username, password,
points to plot, indication of central point, diameter to be plotted and
associated icons would make you more money. You're so big and so damned
stupid as to how to make money with your apps.....it's just sad.)

Any ideas? Know oa any mapping software (components or services) I can use
to show a map on my website in real-time?
