web reference for a web service problem

I am trying to add a web reference for a web service but
am having no joy.
I seem to get the same response:

There was an error
downloading 'http://www.xmlwebservices.cc/ws/v1/geoip/geoi
pconversion.asmx?wsdl'.

The request failed with http status 404: Not found.

Despite this the methods are displayed but I am unable to
click the add reference push button as it remains
disabled (no doubt due to the error). I have tried
another web service and get the same response.

I didn't have a problem with i.e.
thought it might be a proxy issue so tried via a direct
dial to my ISP and got a similar message.
Suggests perhaps a VS.NET config issue but all roads
there lead to the shared internet connection settings.

Any help desperately welcome
